As a rider to this, the Technical Working Group (TWG - which comprises the technical director of each team) - submits it's recommendations/proposals to the Formula One Commission which then act on them as per Wrex's post.

The FIA also has 'Article 7.5' of the Concorde Agrement at it's disposal which gives it power of Veto.
