It depends how you want to look at it, as alot of the races finishing order are shaped by the amount of safety cars, not just one.
For instance, if there were no safety cars, Skaife's car in 2002 wouldn't have been at that part of the circuit at that point in time to scoop up the plastic bag.
Of course the 1989 and 1991 races ran safety car free, so the right car won those races.
In 1987 Ludwig/Neidzweidz lost a lap behind the safety car, they probably could have run down Soper/Dieudonne, even though Ludwig ran out of fuel at one stage and coasted down Conrod. They were disqualified of course, but it is interesting to note that the Seton/Bowe Nissan lost a lap at the exact same moment that Ludwig/Neidzweidz did as they pitted under safety car, and wound up within a lap of the Brock #10 car........
Without the safety car Perkins/Ingall had no chance in 1995.
Over the last few years it's probably safe to say the fastest cars won the race, but they would have won far more convincingly without safety cars.
It's hard to judge as they are so trigger happy with safety cars in the last few years, the races never develop a natural flow to see who is quick and who isn't, which is a major shame.......
