It makes sense... Build the shells, Sell the shells... and then the manufacturer is the only provider of the engine!
Instead of Ford having to support the teams going 3 different ways on Engine development, they only have to go one.
It paves the way for a downsizing of financial commitment without actually having to downsize the amount of teams supplied.
Some may call it economies of scale.

Well just look at how many teams WP is supplying engines to. Similar setup in some ways. If that is what will happen.
