Has anyone seen an impartial review of this? Is it really Nascar 2003 or is it a real step forward? I'm tempted. The guys behind it really are major league - one is the God behind GPL and the other runs a Sprint Cup team!

You can't compare iRacing to NASCAR Racing 2003 or GPL. iRacing has a different philosophy.
GPL recreated 1967 Formula One and NASCAR Racing 2003 recreated the 2003 NASCAR Racing Series.
iRacing creates it's own "macrocosm" of racing. It provides a sophisticated environment of highly accurate vehicle & track dynamics & models. The idea is to learn your racecraft in this environment and to try to beat the next guy while maintaining a clean sheet.
iRacing is to be thought of a motor sporting entitity in its own right. The vehicles are highly accurate simulations of popular vehicles from the real world which are used in the iRacing "formula".
