JNWRF01 should be qualifying in the top 10 on the grid
I assume the 9s work better in the wet??? Certainly the old Dunlops were good in the wet ... So by allowing both types aren't you just giving people the chance to run 9s in full wet and 10s in damp and dry... Ie People will have to buy more rims and thus more unneeded expense.

My pennies worth -keep to the 10s only for the propsed class.
