I don't think that entry fees should be based on the perceived wealth (or othewise) of entrants or potential entrants. There is a direct cost which is largely made up of 'circuit hire' or 'track time', which is (or should be?) the same for all.
Surely, for a promoted meeting, which generates substantial public spectator revenue, the motive should be to attract the best possible entry, regardless of the wealth of the entrants.
