It's a "Kenetic Sculpture" from the Great Kenetic Sculpture Race held each Memorial Day weekend in Humboldt County, Califronia. It starts in Arcata and goes to Ferndale, about is about 50 miles long because of the course they follow.
Some of the entries are pretty strange, like the one in that photo. Basically they are bicycles in a way. But they have to sucessfully navigate a stretch of highway (closed to regular traffic for the day), water (Humboldt Bay), mud, hills, etc. It's a pretty wild race. Quite a few entries don't make it, and half the fun is watching them sink in the Bay. Of course, the Coast Guard Rescue Team is always on hand to pull anybody out of the water.
