Yes.
Rebellion was the only ideal customer for Dome LMP1. (They have Toyota engine and plenty of money!)
I suspect that Dome released the wind tunnel model photos because the negotiation with Rebellion broke down.
If so, it means that Dome does not have LMP1 customer now.
The wind tunnel model is an advertising balloon to the customer.
