That's true, in WEC a car scores points if finishes the race or at least the 70% of winner laps are done. If a car achieves 70% it automatically means that both or all three drivers have driven for the min. time required to score points. In TUSC is different, if just the starting driver achieves the min. time required (basicly his first stint) scores points for him and for the team even if the car withdraws before to achieve 70% of winners laps.
At example this year in TUSC risi retired in first hours both in daytona and sebring, anyway malucelli and bruni scored points for drivers champ and team risi for team champ, but fisichella who was never able to drive the car before both crashes didn't score any point.
