firstly, i think *everyone* needs to listen harder, pay attention and read their paperwork better.
secondly, matsushita was just all over the place. i can't even tell if he's trying to be clever or whether he's oblivious to the rules. the weaving was ridiculous on its own without messing about with the speed to the extent that he did. it was the sheer combination of stupid that was the problem - they don't want anyone else doing that kind of thing at restarts, and the only way to prevent it is to issue bans.
