No not really. See the ruling below.
  • During any single event, if a driver introduces more than one of a power unit element that is subject to a grid penalty, only the last element fitted may be used at subsequent events without further penalty.

So as I understand that ruling, if Button was to use 2 turbochargers, which results in a grid penalty for the second unit, only the second turbocharger will be usable for subsequent rounds. So Button can effectively introduce a single PU element each that will be useable in forthcoming races. That's how I read it anyway.
