I think it was Ford Special Vehicles Operations (SVO) who were also responsible for the special police & ambulance Transits plus possibly the earlier four wheel drive versions too.
On the subject of V6 Transits. Roger & Stan Clark raced Alfa Romeo GTV saloons, Roger Clark Cars were Alfa Romeo dealers (as well as Lotus, Ford RS & eventually Porsche) at the time. They used a V6 Transit type tractor unit to tow the 2 car trailer that carried the race cars, I would imagine Roger got that direct from Ford.
