Plain stupid, all they had to do was talk to F1 and the officials at Monaco to gain an understanding. Monaco is about money, pure and simple. I have no idea how much wealth or otherwise is in Chicago, but it isn't a millionaires paradise.
And Monaco just isn't a race, it's a spectacle but it's not a race; the guy who bags the pole position has to stuff up or get unlucky to not be victor. NASCAR viewers expect overtakes... they'll have to settle for Chastain burrying the opposition in barriers and a gazillion cautions probably.
I still have not spoke to anyone who has said NASCAR on a street great idea - everyone the exact opposite.
