Nope, because narrower cars = less drag, and if you want good racing, racing like people drafting on the straights and passing into corners, then I believe you would want more drag. If you think back to the 1998 tech changes, they sound like they are repeating all the same mistakes, narrower cars, grooved tyres etc. All that did in 98 was enable teams to run more aero due to the lower drag figures and resulted in cars that found it harder to follow and low speed handling that was problematic.
