At the risk of another reg, immediate red flag maybe on with tire change allowance. But with multiple laps before the red, you had your chance to change so you don't get to now for free.
Logic is you could have been coming in within a few laps and immediately calling a red could screw your race, with multiple laps SC you had the chance to make that call even if it was early
