It tends to because the negotiations aren't finished either because there is no settlement on the money part or because the track is awaiting work to be deemed ready for receiving the races.
Last year they announced "El Zonda" but then cancelled it because... well the track was pretty much abandoned in an awful state and the work to put it in working order wasn't finished (idk if the work even started before)

This also has the side effect that sometimes they end racing back to back or even in the same weekend in the same or a close circuit to another series, like last year's San Nicolas (TN) and Rosario (Top Race) (Both in Santa Fe province) that hurt both races attendance. The "Villicum" marathon of 2022 also had an effect on public with races held there since august till november (every national series went there) with the TC last race of the year having very few people in there compared with previous years (The scorching heat also had something to do with that)

EDIT: TL;DR, Every series tends to work alone with their deals with circuits and because of that the calendar ends being a mess.
