Sounds like your browser is caching the index page. It should not do this with CGI generated pages, but Microsoft Internet Explorer has a horrible habit of doing this.
Alternatively, your ISP may be caching the pages.
Either way, try holding your [shift] key and clicking refresh - this should clear the problem.
