We've had this before, but I'll vote "totally against" once again. The measures are not sufficiently thought, they are meant to treat the symptom not the disease (if it is a disease). Besides, the "some of the rules are not new rules, they are interpretations of existing rules so no reasons to vote them" is utter bull and dirty. Thumb down, both of them.
