Well - the Regulations published on the BARC website say "The 2012 CFFR PRE ‘90 FF SERIES is for Competitors participating in Formula Ford 1600 Single Seat Racing cars
built before January 1st 1989". As I read it this is
Pre '89.
You don't have to take my word for it. The Regulations are published in pdf format on

The relevant wording is Section 5.2 on Page 9 of the Regulations
If the intention is to allow Pre '90 cars then a change to the Regulations will be required, provided the MSA will permit this.
Incidentally I also note these regulations allow +0.02 rebore on an FF1600 engine. I was surprised to see this as it has been phased out of Classic FF1600 Regulations, and of course isn't legal for mainstream FF1600 engines.
