I would guess Markland turned down the opportunity to participate. GPC have taken a second entry again to make up the 46.
As a "saison" entry Markland would have had priority for that place. JWA is of course in the same position as the second GPC - on the waiting list- but they did say very early on they would not be going to Valencia.
