No question of it. Number of meetings criteria is not FIA. Presume it's based on number of potential marshals and trying to ensure the best quality and recent experience. Other countries may be happy to accept anybody, but for the biggest (in terms of tv spectators) motorsport event of the year in Britain I'm very happy that we're choosier.

It's no coincidence that the British GP is usually a shining example of how to do it properly.
