i can see your point, the majority of the non french spectators will go whatever and most will have already booked everything by now. By targeting the "local" people they will get a much higher return on the advertising budget, but that is short sighted as the visitors from further away will on average spend more money at the circuit and considerably more in the local community during their stay.
