Race fuels ( Shell or Sunoco ) must be comercially availbe for Race fuel retailers. Not just Audi gets a specific Desiel blend and Pug gets another Blend.

Yes, I suppose because we now have Petrol AND Diesel cars, then for the ACO to go the "exclusive suppliers" route it is not as financially limiting because they can now sign 2 fuel deals, not just 1.
