Looking at this - it seems like it was doing it pretty much all the time apart from the bad times (ahem).
And when you see the comparison to the 8 which was always losing to the 7.
To help see that here is a two car version, just the 7 and 51. Didn't seem to matter what the conditions of driver.
It was only small bits sometimes, but it was in the right direction. So let's just ignore all the horrendous laps for 51:
Lap 17 to 27: 51 gained 6.2s on 7.
29-34: 6.4s
36-39: 3.2s
45-54: 2.3s
58-77: 1.3s (only!)
99-107: 6.3s
114-125: 8.7s
131-148: 23.8s
OK - all by eye, just ignoring big stints, but you get the idea. Certainly holding its own, maybe even inching closer.
