Spa is simultaneously easy and a bit problematic to get to!

By car it's readily accessible, there's generally plenty of parking, and while hotels in walking distance are at a bit of a premium, Liege is pretty close by with a wealth of hotels, an (admittedly very small) international airport, and well connected to the very efficient Belgian rail system. The downside is that getting to Spa by public transport can be a bit of handful, or, more to the point, the last bus back to Liege on a Sunday can often be before the end of the race.

Best bet (from Austin) would be to get the best flight you can get to Europe (Brussels, Frankfurt, Paris are pretty reasonable options), rent a car, and base yourself out of Liege.
