Indeed, the idea with slow zones is good, but it has some obvious obstacles. Could possibly be monitored with clearly defined lines/markers at the track where every zone starts (it already is with the lights) and have race control be able to real time access to car telemetry such as speed and position. A program could then clearly calculate if any car slowed down too late.

Anyway, another reason why they throw FCY instead of slow zone (I'm guessing) is because often they have more then just one matter they want to resolve. Sure, FCY might be thrown for a specific accident, but they usually also want to clear debris at other parts of the track at the same time.
