No doubts toyota is carrying ballasts to reach 1040kg, but the problem lies in the overall concept. TMG designed and developed the GR010 following ACO LMH technical rules and directives, it basically means the car was made to be at its best at that targeted weight...
weight distribution, suspensions setting, hardware and ballast placement, everything was done to be as most balanced as possible at that weight. Drop 40kg to make the car 1000kg heavy is possible of course, but it's not something that could be done in a nigth since TMG engineers would need to throw away most of the data acquired from the tests done so far to find a whole new overall set-up for the car.
As far I know both gibson lmp1 and lmp2 don't use air restrictors, the lmp2 engine is revlimited (>9000rpm = 600hp, 8250rpm = about 560hp according to IMSA bop). The lmp1 engine is fuel flow limited, don't know this year how they're keeping it at 600hp since in the eot sheet is reported only the overall energy per stint.
