They have had the car in development for a long time now. The thing theyll be behind in is on track testing. But then again everyone is behind Porsche in that respect, so will everyone else be on the back foot or does it matter that much? Plus its not just F1 teams prove they can make a car win with a late introduction. Maybe even Rebellion will win a race.
