Well, just looking at prototypes an argument could be made for the early 2000s. Audi, Bentley, Cadillac. Chrysler, MG, and Panoz if you want to count those. Most people would look at the late 90s when there was Toyota, BMW, Mercedes, Audi, Porsche, and Nissan. Not all in one year, but in the span of a couple of years.

We shall see. I have a hunch that Toyota may skip the pre-Le Mans WEC rounds. There may be practical reasons for doing that, but I also think they don't want to show their hand especially if petrol has an advantage. That's just a hunch though. We'll see. There may be a desire to race in the US, but I guess they could always do ALMS races if that is important.
What kind of hybrid system should we expect? Electric battery?
