Really? If not for some bad luck in the form of equipment failures and fuel strategy, Marcos Ambrose would have a nice string of top ten finishes going.
On the flip side, there were a couple dirt track oval sprint car drivers who became accomplished road racers. Ever hear of Anthony Joseph Foyt Jr? He won Le Mans a while back. How about Mario Andretti? He was a F1 World Champion.
My opinion is that a great racer can win on any style track in any style car... the problem is exclusive clauses in the modern contracts prevent us from seeing this happen these days.
