I'm always amazed by the length of testing time required by teams to feel good about debuting a car. While i would like to see this car debut at Daytona, that is only 5 months away so i completely understand the need to use Jan and February for testing before the planned March debut.

I haven't seen this stated anywhere, but I'm guessing that test car is the only one in existence and they need to build up spares and an additional car while still being on track and accumulating kms.
