That's one of the points Gary Anderson made; possibly the increase in diameter of the wet tires should be more pronounced to make sure downforce does not fluctuate as much and the risk of the plank hitting the water is reduced. Problem is, as said the tire diameter is already very large with the new 18-inch wheels and tyres. Going even bigger for the wets might not work out that well. Additional you have the aero bit on the inside which made not allow a much larger diameter wet tyre.
