It is amiguous wording. The Blue Book gives championships a grade, however, this is based on whether the championship has 'British' in the name, and the level of commercial support (e.g. Formula 4 and BRDC F3 have higher grades than Monoposto despite being broadly similar speeds and cars). I'd assume the intention is to stop championships that require lots of drivers to traipse around the country from taking place leaving the ground clear for local stuff (like Castle Combe's championships) and non-championship races.
There is a flaw in this theory: some of the biggest grids and numbers of participants race with the CSCC, and none of their competitions are championships.
