Agree if you can't have the ideal original GT1/GT2 concept of strict rulebook without special waivers + standard base weight + air restrictor according to engine displacement + same fuel tank (with values adjusted only in 'emergency'), then the least terrible option is that & success ballast. Because at least, while still artificial, it's not politically manipulated and/or random.
