I agree with you.

A new marshal is far better being put on a busy "action" post (even if hes told to watch not get involved for the first couple of meetings) rather than a post where nothing happens.

At the end of the day we are all there to "help" and if we don't get to do / see anything we get bored and question why we are there. A new marshal probably wouldn't bother returning if he/she was bored.

I think also having the right Observer and/or IO is most important, as is having a marshal of a similar age on post. Some people find it hard to communicate with people who are in different age brackets and you need to make the new marshals feel at home.
