They wanted the 3 ers's, two kers and the turbo ers-h. The ACO was all for it too but then dieselgate happened. Then they had to change their image to 'green' to appease the (disillusioned imo) minority of their "customers". That's why Porsche and Audi are both headed to or are in F-E. No more lmp1 because of that. Oh well. Maybe these regs will open up in the future or they'll just get cancelled for something more technically appealing and Porsche comes back?
