You put it in great words, there is the key!
Benefiting over penalizing competitors sounds nice
BUT when you say "a competitor" you mean "a competitor that is running behind another competitor". This means that this system is likely to detriment those competitors running ahead of other competitors.
I would rather benefit the competitor that, at any point of the race, has done well enough to be in front. There is merit involved in holding the lead.
