Why would the start time change? There's a 5 hour time difference with Brazil.
Match times are:
"The group stage matches will be played at 13:00, 16:00, 17:00, 18:00, and 19:00 local time, with knockout stage matches at 13.00 and 17.00 local time. The semi-finals will be played at 17:00 local time and the Final, on 13 July 2014 at the Maracana stadium, at 16:00 local time." (copied from

So the matches will be at 18:00, 21:00, 22:00, 23:00 and 00:00 hrs Central European Time. Don't see the need to change the 15:00 start/finish time.
