To me it looks like a long-term decline, with a couple of anomolies in the data set.

Discounting the turn of the century years, when U.S. road racing was one big cluster-f; 2003 was the high point, with a seeming bright future.
When the IMSA used white-out on the ACO rules and created the Porshce-Audii conflict things seemed to be holding steady, but rules being discussed were rather lack-luster.
Now poor fore-sight and ****-ant rules, combined with a bad economy and horrid power holders in Wash., makes the future bleak.
