2009 Formula Le Mans rules

Formula Le Mans is a Jr series. I have seen some video clips from 2009 but I haven't got a firm grasp on the rules. I'll summarize what I know.
These would be from 2009 when the cars ran as a separate event. For 2010 they were incorporated into the LMS races and I assume they ran as normal competitors.

So for 2009 FLM:
1. No refueling
2. No Tire Changes but they do have the option to use stickers or scuff tires. (one set for qual and other set for the race?)
3. 1 hr qual race for half points? 1hr main race.
4. Standing starts
5. Driver swap during a pit stop. Is there a minimum/maximum for each driver? From what I saw the car pulls in to a stop, Driver A jumps out and Driver B hops in and off he goes. No other service was performed.

Is that a reasonable summary?
