Surely the easiest option is to have more practice time on the Friday, using test drivers. The teams are there anyway, the main drivers get no extra time but the teams can test/develop the cars, AND the paying public get to see more of the cars for longer.

1. Testing should be before the race on the same circuit. Going to a different circuit bumps costs up a lot.
2. Costs to run all day are minimal compared with the costs of getting all the equipment to the circuit for the race weekend anyway. Basically consumables like fuel and brakes (and engine ?)
3. New driver need seat time or things get dangerous - Japan proved that.

If mondays are not desirable because of tired staff, you can offcourse also test on tuesdays.
I think raceengines and gearboxes should also be used in testing. That would give teams with a budget large enough to test a lot no advantage, because testing would be limited anyway to save the engine.

Tuesdays could be tricky if you have back to back races. So a calendar would have to be organised around the races.

Extra pre-race testing for the race drivers is out of the question, in my opinion. They are already far too dialled-in by the time Saturday morning practice comes along. Thursday sessions for third drivers and perhaps rookies are an option, perhaps more practical than Mondays in the present climate.
