Remove 80% of the money from the teams, remove all electronic aids to the driver, attach all wheels with five nuts and a padlock and possibly have a "Le Mans" start. Ban "wings" and have a dictator with absolute power and no appeal to enforce that.

Require a minimum grid of 32 and halve the tyre contact patch.
