We run zero cooling water in the 540 cu in (8.8 liter) V8 in our drag boat. None at all. That's because we run methanol (alcohol in drag racing lingo) for fuel. Teh intake charge temperature is about 50 degrees F (10 degrees C). The engine has to idle for about 40 seconds on the line, run at WOT for about 15 seconds and then idle back to the out ramp for about 2 minutes. No problem with overheating. Even with 13.5 : 1 compression.

Air cooled engines such as Porsche 911s will sustain SERIOUS damage if run for more than 10 seconds without the cooling fan, even at low RPM, so whatever car you have a cooling system is essential.

Edit: should also add that true air cooled engines don't exist - they are cooled by a combination of air and oil.

Here in the States, we run a few hillclimbs on the east coast. Here is a website with photos of some of our Hillclimb Specials. The black winged car is George Bowland's Artic Cat powered Special. It was designed by George and his son Todd, who is the race engineer for the Rahal Champ Car team. George won the SCCA National Solo Championship A Mod title with it, this September. How about the SCAT V4 sprint car engine from the States, very small but I guess a little top heavy.
As for chassis I think the specialist makers like Pilbeam and Goulad understand the territory so much better they are the best guys to use.
