Quattro should be qualifying in the top 10 on the grid
2003/04 New Rules

Can anyone point me in the right direction to find out about the rule changes are for Le Mans '03/'04?

I've seen something about a possible power drop for the '03 race. Is this true ?

Also the new wave of cars coming into the race... Lambo / Pagini / 350z, are these related to new rule changes..?

10% power cut across the board due to smaller restrictors I believe.
The 2004 regs haven't been released yet.
The Pagani and Lambo are new in FIA GT. The Zonda is the result of a rule change in FIA GT; carbon-tubbed low volume "supercars" are now allowed. The Lambo has nothing to do with these changes; just another model.
The Z350 is again simply another new model in ALMS-GT.
