No - it's done by OCESA, which is the entertainment arm of the Carlos Slim empire. In its early days it was done by GRAND which I believe was a partnership between OCESA and Forsythe. I also believe that Forsythe had a financial stake in the facility upgrades that were done prior to the first race - though whether it was an investment or a guarantee/loan, I was never sure.
