Skaife mentioned it during the broadcast. It seems to all be part of the "More Racing" effort that Supercars are seemingly wanting to create to stop their stars from racing overseas.

We could have had an extra round this year if Barclay's trusted advisor had understood that the Singapore F1 was actually going to cost Supercars US$2 million, instead of put US$2 million in the pot. The whole saga is enough to give Kiwis shingle rash

Have ATCC organisers forgotten about circuits like Winton, Philip Island and Queensland Raceway?

Why not cut a good deal for owners (or just hire the track and promote the event) and go back to these traditional venues?

Hiring the track and promoting the event is exactly what Supercars did at Phillip Island. They couldn't attract a big enough crowd to make it work.
