That is not entirely true. Toyota had planned to debut with a V12-engine and Ferrari was already developing one around that period. The FIA responded by simply mandating a V10-configuration.

If an engine went during qualifying, a driver just took the spare car. If a driver wanted to change everything on his car after Saturday's qualifying session, he could and try things the very next morning.

These are just examples of what is banned since then. All is done for the sake of cost reduction. But thirty years on, cost reductions are discussed more than ever.
