Most Popular Driver award?

I know it's way early yet,but will Bill Elliott get His 18th Most Popular Driver award in 2003 season?I'm seriously beiginning to wonder if this is fixed or not with the only other driver to win this award recently is Dale Earnhardt Sr.,only because Bill Elliott took His name off the ballot that year!

As something of an outsider to NASCAR, who only watches the racing occasionally on Eurosport, I've always been curious as to why Bill is so popular in the scene. What kind of personality is he percieved as?

He's(IMO)seen as a laid-back true southern gentleman,the 1988 Winston Cup Champion,leads all active drivers with 55 poles,also has 43 wins including 2 Daytona 500 wins!If U go the live races tho,U will not see near as many Bill Elliott merchandise on the fans backs,compared to the Dale Jr. & Jeff Gordon fans,this is part of the reason that I'm skeptical about the validity of the way this award is presented,JMO!I'm not bashing Bill Elliott here(might sound like it tho-lol),but the merchandising sales are way lower for Bill Elliott than many of the other top teams in NASCAR!

Jordi--If indeed Bill took His name off the ballot again,then great,that'll mean that Dale Jr. can win the award,just like dear old Dad,as He was a close 2nd last year,Budweiser beer seems to really bring the fans out!
