Well, I just got last week's issue of Autosport (since I am in the States, it comes later), and I noticed in the FIA SCC race report from Jarama had a picture that showed the start of the race. And, it looks like the factory Courage doesn't have a double-rollhoop. Am I wrong? I would post a picture but I do not have a scanner.

You're right, I noticed that as well, but didn't think more of it. The other leading cars however had what looked like single hoops with an extra section added to make it up to a double hoop. Are these structures tested in any way? They didn't look particularly safe to me.

yup, like every other form of motor racing, the chasis has to be approved by the fia and/or aco.
