Yes, Toyota was based in Germany which was already their European base but they did go alone.

Meanwhile, BMW usually partnered with other teams, and it was a combination of the financial meltdown and the FIA's decision to not make engines road car relevant that sealed the fate of Team BMW. Who knows what may have happened if they had stayed on.

Makes sense. After the deal with RBR fell through we didn't hear much from Porsche.

Or, possibly, this may be the reason for those within F1 were trying to talk GM into entering the sport by not supporting Andretti. As a contingency deal for Sauber, in case Audi waffles on the deal.
